This landmark decision advances the development of a people-centered psychosocial support system that will become more accessible, closer to communities, and of higher quality. The law significantly broadens the concept of mental health, presenting it as not merely a medical issue but a socially significant field in its own right.<\/p>\n\n\n\n<p class=\" eplus-wrapper\"><strong>Key Objectives of the Law<\/strong><\/p>\n\n\n\n<p class=\" eplus-wrapper\">The newly adopted law aims to:<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-0da994\">\n<li class=\" eplus-wrapper\">Provide Ukrainians with access to high-quality mental health services.<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Protect the rights of individuals with mental disorders and other mental health challenges.<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Prevent the emergence of mental disorders and psychosocial risks impacting mental health.<\/li>\n<\/ul>\n\n\n<p class=\" eplus-wrapper\">The draft law was developed by the <strong>Committee on National Health, Medical Care, and Medical Insurance<\/strong> in collaboration with the <strong>Mental Health Coordination Center<\/strong> under the Cabinet of Ministers of Ukraine, with contributions from leading experts and World Health Organization (WHO) support.<\/p>\n\n\n\n<p class=\" eplus-wrapper\"><strong>What the Law Changes<\/strong><\/p>\n\n\n<ol class=\" wp-block-list eplus-wrapper eplus-styles-uid-a1d0cd\">\n<li class=\" eplus-wrapper\"><strong>Redefining Mental Health<\/strong>: it rejects the widespread misconception that mental health issues are solely the concern of the healthcare system. This shift helps reduce stigma and expands service accessibility.<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><strong>Professional Development and Certification<\/strong>: the law introduces a system of continuous professional development and certification for mental health specialists.<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><strong>Standardized Psychological Assistance<\/strong> lays the foundation for delivering psychological help based on unified standards, defines a list of services, and establishes mechanisms for intersectoral cooperation.<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><strong>Self-Regulatory Organizations (SROs)<\/strong>: the law officially recognizes SROs, which have significantly advanced the field for years.<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><strong>Workplace Mental Health<\/strong>: employers are now authorized to develop and implement psychosocial support programs for employees in the workplace.<\/li>\n<\/ol>\n\n\n<p class=\" eplus-wrapper\"><strong>International Experience and National Initiatives<\/strong><\/p>\n\n\n\n<p class=\" eplus-wrapper\">The law incorporates international practices, including the developments of Ukraine\u2019s national mental health program, <em>&#8220;How Are You?&#8221;<\/em> initiated by First Lady Olena Zelenska.<\/p>\n\n\n\n<p class=\" eplus-wrapper\"><strong>Mental Health in Ukraine<\/strong><\/p>\n\n\n\n<p class=\" eplus-wrapper\">Mental health, alongside inflation, poverty, and unemployment, are among the most pressing global challenges today. In Ukraine, this issue is compounded by over a decade of war. Beyond physical losses and destruction, the ongoing conflict has caused invisible wounds that deeply affect people\u2019s quality of life.<\/p>\n\n\n\n<p class=\" eplus-wrapper\">Currently:<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-234f3f\">\n<li class=\" eplus-wrapper\"><strong>40-50% of Ukrainians<\/strong> need psychological support.<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><strong>78% have never consulted a mental health specialist<\/strong>, although 40% are open to seeking help in the future.<\/li>\n\n\n\n<li class=\" eplus-wrapper\">At least <strong>1.2 million Ukrainians<\/strong> are veterans with unique experiences of participating in combat.<\/li>\n<\/ul>\n\n\n<p class=\" eplus-wrapper\">Mental health is the foundation of societal resilience.<\/p>\n\n\n\n<p class=\" eplus-wrapper\"><em>(Information sourced from official channels of the Ministry of Health of Ukraine and the Mental Health Coordination Center under the Cabinet of Ministers.)<\/em><\/p>\n\n\n\n<p class=\" eplus-wrapper\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Verkhovna Rada of Ukraine has passed the Law &#8220;On the Mental Health Care System&#8221; with a majority vote.
