On May 21\u201323, 2026, Professor Oleksandra Oleshchuk<\/strong>, Vice-Rector for Scientific Affairs of I. Horbachevsky Ternopil National Medical University, and Olesia Chlek<\/strong>, Deputy Rector for Economic Affairs, participated in the first National Forum \u201cResearch Project Manager: From Grant to Impact,\u201d<\/em> organized by the Ministry of Education and Science of Ukraine as part of the celebration of the Day of Science of Ukraine<\/strong> at Lviv Polytechnic National University.<\/p>\n\n\n\n

More than 120 participants from nearly all regions of Ukraine gathered in the historic assembly hall of Lviv Polytechnic, including vice-rectors for research, heads of project offices, financial managers, and technology transfer specialists from leading universities and research institutions.<\/p>\n\n\n\n

Among the speakers were Oksen Lisovyi<\/strong>, Minister of Education and Science of Ukraine; Denys Kurbatov<\/strong>, Deputy Minister; representatives of the Ministry of Education and Science; members of the Scientific Committee of the National Council for Science and Technology Development; the National Research Foundation of Ukraine; representatives of the Erasmus+ Office<\/strong> and Horizon Europe Office in Ukraine<\/strong>; members of the Ukrainian scientific diaspora; representatives of the National Academy of Sciences, Engineering, and Medicine (USA)<\/strong>; the State Scientific and Technical Library of Ukraine; the National Agency for Higher Education Quality Assurance; and the Ukrainian Office of Research Integrity.<\/p>\n\n\n\n

The forum focused on strengthening researchers\u2019 capacities and establishing a professional system of academic project managers. Today, science requires not only support for researchers, but also specialists capable of effectively managing scientific processes, securing funding, and facilitating the transformation of research outcomes into practical solutions for business and government.<\/p>\n\n\n\n

The key topics discussed during the conference included:<\/p>\n\n\n

    \n
  • grant searching and the formation of international research consortia;<\/li>\n\n\n\n
  • systems for training and certification of scientific personnel;<\/li>\n\n\n\n
  • artificial intelligence in science;<\/li>\n\n\n\n
  • research integrity;<\/li>\n\n\n\n
  • financial and legal support, as well as transparent reporting;<\/li>\n\n\n\n
  • technology transfer, intellectual property protection, and research impact assessment.<\/li>\n<\/ul>\n\n\n

    In his keynote speech, Minister Oksen Lisovyi<\/strong> introduced a new instrument for direct support of researchers through the National Researcher System<\/strong>\u2014an individual ranking system for Ukrainian scientists based on verified scientific achievements. <\/p>\n\n\n\n

    Through a dedicated module on the URIS platform<\/strong>, researchers will be able to submit information about their scientific results and professional activities, while the system will automatically verify these data through scientometric databases and digital registries.<\/p>\n\n\n\n

    This model will operate across 14 academic fields\u2014from mathematics, chemistry, and medical sciences to the critically important field of national security. Researchers\u2019 rankings will be calculated exclusively on the basis of current, verifiable data from national and international databases, including publications indexed in Scopus<\/strong> and Web of Science<\/strong>, patents, defended dissertations, grants, and prestigious scientific awards.<\/p>\n\n\n\n

    \"\"<\/figure>\n\n\n\n

    According to the ranking results, 2,650 researchers<\/strong> will receive a state scholarship of UAH 10,000 per month for two years<\/strong>, beginning this year. The total program budget amounts to UAH 763 million<\/strong>, with more than UAH 190 million<\/strong> already allocated in the state budget for 2026.<\/p>\n\n\n\n

    The system will also provide targeted support for:<\/p>\n\n\n

      \n
    • young researchers<\/strong>, who will receive half of the available state scholarships;<\/li>\n\n\n\n
    • researcher-veterans<\/strong>, for whom the evaluation period of scientific achievements will be extended to seven years instead of three<\/strong>;<\/li>\n\n\n\n
    • scientists working in strategically important fields<\/strong>, particularly in security and defense, with the number of scholarship recipients in these areas increased by 15%<\/strong>.<\/li>\n<\/ul>\n\n\n

      Researcher registration in the system will begin in June 2026<\/strong>, while scholarship payments are scheduled to start in August 2026<\/strong>.<\/p>\n\n\n\n
