On September 18\u201319, 2026, Chernivtsi hosted the strategic session \u201cMedical Education in the New Reality: A Dialogue on Continuity, Quality, and Crisis Preparedness.\u201d<\/strong> Representatives of the Ministry of Health of Ukraine and leaders of the country\u2019s leading medical universities discussed the challenges facing medical education during wartime, the results of this year\u2019s university admissions campaign, and directions for further changes in the training of future physicians.<\/p>\n\n\n\n

Ternopil National Medical University was represented at the strategic meeting by TNMU Rector Petro Lykhatskyi<\/strong> and Vice-Rector for<\/strong> Science and Education Arkadii Shulhai<\/strong>.<\/p>\n\n\n\n

During the session, it was noted that since the beginning of Russia\u2019s full-scale invasion, the number of state-funded places in medical specialties has increased by more than 37%, from 4,165 in 2022 to 5,710 in 2026. This year, 10,763 applicants were admitted to medical specialties, including 5,710 students funded by the state budget and 5,053 studying on a fee-paying basis.<\/p>\n\n\n\n

Minister of Health Viktor Liashko<\/strong> emphasized that despite a significant decline in the number of international students as a result of the war, salaries for teaching and research-and-teaching staff have been increased since September 1, while academic scholarships have doubled. By the end of 2026, an additional UAH 180.8 million is planned to be allocated for the training and professional development of healthcare professionals. In 2027, funding is expected to increase by another one-third compared with 2026.<\/p>\n\n\n\n

The draft State Budget for 2027<\/strong> provides UAH 3.5 billion for the training of healthcare professionals, representing a 33% increase compared with the current year.<\/p>\n\n\n\n

A key point discussed during the session was the Ministry of Health\u2019s emphasis on the importance of quality in medical education<\/strong>. According to the Minister, university autonomy involves not only independence in organizing the educational process but also responsibility for ensuring that graduates meet the actual needs of the healthcare system in the years ahead.<\/p>\n\n\n\n

The participants also discussed the capacity and scale of medical higher education institutions. According to the Ministry of Health\u2019s proposed approach, a strong medical university should have at least 5,000 students and its own university hospital. The Danylo Halytsky Lviv National Medical University<\/strong> was cited as an example of integrating theoretical education with clinical practice. Its university hospital operates under 31 packages of the Medical Guarantees Programme and brings together 11 integrated clinics.<\/p>\n\n\n\n

The event was held with the support of the WHO Country Office in Ukraine<\/strong> as part of the mhGAP programme<\/strong>. As of today, four medical universities have introduced mhGAP as a compulsory discipline for Medicine students, while another 13 institutions have implemented thematic professional development courses for physicians. More than 300 medical university lecturers have already completed the relevant certification.<\/p>\n\n\n\n

The next step will be to strengthen systematic supervision under the programme at both the internship level and within continuing professional development for physicians.<\/p>\n\n\n\n

The strategic session provided an important platform for dialogue between the Ministry of Health and medical universities on the further development of medical education, strengthening its quality and resilience, and ensuring that the training of future healthcare professionals remains aligned with the needs of Ukraine\u2019s healthcare system.<\/p>\n\n\n\n
