XIV. Peculiarities of foreigners and stateless persons admission
14.1. Admission for study of foreigners and stateless persons to TNMU is carried
out in accordance with the Laws of Ukraine "About Higher Education", "About the Legal
Status of Foreigners and Stateless Persons", "About Foreign Ukrainians", "About
Refugees and Persons in Need of Additional or Temporary Protection", Decree of the
President of Ukraine from June 3, 1994 № 271 "About measures for the development of
economic cooperation of of Ukrainian regions with adjacent regions of the Republic of
Belarus and administrative-territorial units of the Republic of Moldova", Resolution of the
Cabinet of Ministers of Ukraine from September 11, 2013 № 684 "Some issues of
organization of recruitment and training (internship) of foreigners and stateless persons",
by the order of the Ministry of Education and Science of Ukraine from November 1, 2013
№ 1541 "Some issues of organization of recruitment and training (internship) of
foreigners and stateless persons", registered in the Ministry of Justice of Ukraine from
November 25, 2013 for No.: 2004/24536.
The beginning of accepting applications and documents for obtaining a certain
degree of higher education in the spring academic semester 2020/2021 is January 2, 2021.
Completion of the acceptance of applications and documents, the issuance of an order for
enrollment for studies is carried out in accordance with the terms specified in paragraph 3
of this section is April 15. The entrance exams, the announcement of admission orders,
informing applicants about the results, proceeds from January 2, 2021 to April 15, 2021.
The beginning of applications and documents acceptance for obtaining a certain
degree of higher education is July 1. Completion of acceptance of applications and
documents is carried out in accordance with the deadlines specified in paragraph 3 of this
section is November 1. Entrance exams are conducted in written (test) form in accordance
with the approved programs and assessment criteria. Conducting entrance exams,
announcing orders for enrollment with informing entrants about the results takes place in
the period from July 1, 2021 to November 1, 2021.
14.2. Foreigners and stateless persons (hereinafter – foreigners) may obtain coverage
at the expense of individuals and / or legal entities, unless otherwise provided by
international treaties of Ukraine, consent to the binding nature of those who provide the
Verkhovna Rada of Ukraine, legislation or agreements between higher education
institutions. education on international academic mobility.
Admission of foreigners to TNMU for study at the expense of the state budget is
carried out within the quotas for foreigners (except for foreigners and stateless persons,
including foreign Ukrainians permanently residing in Ukraine, persons recognized as
refugees and persons in need of additional protection ).
Admission to study of foreign citizens and stateless persons is carried out on
accredited educational programs.
14.3. Enrollment of entrants from among foreigners to study at the expense of
individuals and / or legal entities may be carried out by TNMU:

1) twice a year, before and at the beginning of academic semesters (until November
1, 2021 and until March 1, 2022), for obtaining bachelor's and master's degrees; in the
spring semester of the 2020/2021 academic year, enrollment can be carried out until April
15, 2021.
2) during the year for postgraduate, postgraduate and doctoral studies.
TNMU calculates the points / grades of the entrant on the basis of the document on
the previous level of education and sets the minimum required for admission value of the
number of points / grades in general subjects for which the entrance test is conducted, at
the level of requirements for domestic students. The procedure for calculating the
competitive score is carried out in accordance with the requirements of Section VII of
these Rules.
Enrollment of foreigners in the appropriate level of higher education on the basis of
complete general secondary education is based on the results of entrance exams in
biology, chemistry and language of instruction (Ukrainian, English, Russian); on the basis
of the obtained degree (OQR) – from disciplines made by domestic students without
submission of certificates of external examination and without drawing up of EVI – by
results of professional entrance examinations and entrance examination on language of
instruction; and on the basis of academic rights to continuing education, provided by the
document on the level of education in the country of origin, and taking into account the
grades that give the right to continue education at the next level of higher education in
accordance with the legislation of the country ) education, in particular:
– Palestine: the average score of the document on complete general secondary
education must be at least 80% or may be lower if you study at the preparatory department
of TNMU.
– Republic of Lebanon: Lebanese entrants may apply for admission if they have been
trained in the general sciences, general sciences, natural sciences, sociology and
economics. The passing score of the certificate must be at least 50% of the maximum
possible (at least 280 points).
– Arab Republic of Egypt: the minimum passing score of the PHC document should
be 98% for medicine (402 out of 410 points), 97.8% for dentistry (401 or more points),
96.82% (397 points) for pharmacy, 93, 04% (381.5 points) for nursing.
– The Hashemite Kingdom of Jordan: the minimum passing score of the PHC
document should be 80% for medicine, 80% for dentistry, 73% for pharmacy.
– Republic of India: entrants must present a NEET certificate, in its absence – a
certificate of conformity Eligibility Certificate.
– Republic of Ghana: The minimum number of certificate subjects to be considered
for admission is 6, of which 3 are required with a grade of at least D7.
– Federal Republic of Nigeria: the certificate must have at least 5 subjects with a
grade not lower than "C", including English and mathematics.
– Republic of Zambia: the certificate must have at least 5 subjects with a grade of not
less than "6".
– Republic of Kenya: the minimum grade in the high school diploma must be at least
"C".
– Republic of Sudan: the minimum grade in the certificate of secondary education
must be at least 50 in Arabic, English, mathematics, Islam.

14.4. All categories of foreigners entering education are enrolled in TNMU on the
basis of enrollment orders. Confirmation of the fact of training can be a certificate
generated in EDEBO.
14.5. TNMU requirements for compliance of entrants from among foreigners who
came to Ukraine to study at the appropriate levels of higher education are based on the
concepts of levels of secondary education and the degree of higher education of the laws
of Ukraine "On Education" and "On Higher Education", respectively, and the Terms
reception, section II. Documents on the education of foreign citizens undergo the
procedure of recognition of foreign documents on education in the State Enterprise
"Information and Image Center".
Entrants from among foreign citizens submit to TNMU: a) a standard questionnaire;
b) certificate of completion of the preparatory faculty (department) for foreign citizens
with a recommendation for admission in the specialty "Medicine", "Dentistry",
"Pharmacy, Industrial Pharmacy", "Nursing" (if trained); c) a copy of the document on
education and grades (points) obtained from academic disciplines; d) a document
confirming the absence of HIV infection; e) medical certificate of health, certified by the
official health authority of the country from which the foreigner came and issued not later
than two months before entering the study in Ukraine; f) insurance policy for emergency
medical care; g) a copy of the birth certificate; g) 6 photographs measuring 40 x 60 mm;
h) a return ticket with an open return date for up to one year.
The documents specified in sub-clauses “c”, “d”, “e”, “e” must be certified in
accordance with the legislation of the country of their issuance, legalized and nostrified in
the prescribed manner, unless otherwise provided by international treaties of Ukraine.
14.6. Foreigners who are provided with state scholarships under international
treaties, national programs, and other international obligations of Ukraine are admitted to
study within the established quotas for foreigners on the basis of directions from the
Ministry of Education and Science of Ukraine.
14.7. Foreigners arriving to Ukraine in order to participate in academic mobility
programs or to obtain higher education according to educational programs agreed between
TNMU and foreign higher educational institutions are admitted to study, taking into
account the contractual obligations of the relevant higher educational institutions.
14.8. Foreign Ukrainians who are legally in Ukraine and whose status is certified by
a certificate of a foreign Ukrainian, while joining TNMU have the same rights for
education as citizens of Ukraine, except as provided by the Constitution of Ukraine, laws
of Ukraine or international agreements, the consent for which is given by Verkhovna Rada
of Ukraine.
Foreign Ukrainians, whose status is certified by a certificate of a foreign Ukrainian
(except for persons permanently residing in Ukraine), can be enrolled in state-ordered
education within the established quotas for foreigners by interview in subjects provided by
the Rules of Admission.
14.9. Foreigners and stateless persons, including foreign Ukrainians who are
permanently residing in Ukraine, persons recognized as refugees, and persons in need of
additional protection have the right to receive higher education on equal terms with
citizens of Ukraine, including the expenseі of the state or local budget.
