The Centre for International Projects “Euroosvita” (http://www.euroosvita.net/) in partnership with the international expert group IREG Observatory on Academic Ranking and Excellence (http://ireg-observatory.org/en/) has published the seventeenth academic rating of Ukrainian higher education institutions “Top-200 Ukraine 2023”.

I. Horbachevsky Ternopil National Medical University once again ranked first among medical and pharmaceutical universities of Ukraine, and also took twentieth position among 200 higher education institutions of Ukraine. Compared to the results of 2021, TNMU rose 4 places higher among all universities and medical universities in particular. In 2020, TNMU was the third among higher medical education institutions and the 25th among 200 Ukrainian universities. In 2014, it was 14th among medical universities and 113th among all universities of Ukraine.

When compiling this year’s ranking, experts took into account the results of the international conference IREG 2020 (Beijing Conference: “University rankings in the time of uncertainty”, October 20-21, 2020), IREG 2021 (Jeddah, Saudi Arabia: “Effects of Rankings on Community and Society”, November 15 and 16, 2021) and the Berlin Principles approved by the participants of the second IREG meeting (Berlin, Germany, May 18-20, 2006).
The basic principles of determining the rankings of “Top-200 Ukraine 2023” universities include:
a) Ensuring openness, transparency, objectivity and independence of university ranking. For this purpose, only open data of direct measurements, published on the web resources of independent national and international organizations and institutions, were used. The methodology for calculating university ratings is available to the public in order to verify the validity of the results obtained.
b) Taking into account the comprehensiveness and multifaceted activities of universities. For this purpose, their work was collectively evaluated on a broader base of indicators in comparison with known rating systems.
c) Priority of European integration processes. Based on the importance of the European integration processes of Ukrainian higher education, the coefficients of international indicators of university activity (QS World University Rankings, Times Higher Education World University Rankings, THE University Impact Rankings and others) are set higher than the coefficients of national indicators. The methodologies of these international rating systems involve the use of large data sets (summarized over several years) on a broad base of many important indicators to determine the results of universities’ work and their current position.
