A New Model of PhD Training – Project-Based Doctoral Studies

The Ministry of Education and Science of Ukraine is introducing a new experimental model for training Doctors of Philosophy (PhD) – project-based doctoral studies. Within this framework, dissertation research will be carried out as individual competitive research projects with full funding.

I. Horbachevsky Ternopil National Medical University of the Ministry of Health of Ukraine, based on the results of certification by the Ministry of Education and Science of Ukraine, received the highest rating – inclusion in Category “A” in the biomedical field. Therefore, the university’s academic and research staff are eligible to participate in project-based doctoral studies and to serve as supervisors for PhD candidates within this initiative.

This type of doctoral study does not require passing the Unified Entrance Exam or the Unified Professional Entrance Exam.

Applicants eligible for project-based doctoral studies are individuals who hold a Master’s or Specialist’s degree, conduct dissertation research within Ukraine, and demonstrate research capability confirmed by publications, participation in conferences, research competitions, scientific projects, grants, and similar activities.

Upon admission to project-based doctoral studies, a PhD candidate obtains all the rights of a full-time doctoral student.

Project-based doctoral studies involve the implementation of an individual research project that:

  • is selected on a competitive basis;
  • has clearly defined goals, timelines, and expected outcomes;
  • aligns with state policy priorities, as well as the needs of the economy, security, and defense;
  • serves as the foundation for writing and defending a dissertation;
  • is funded in accordance with an approved budget and result requirements.

Applications may be submitted via the URIS system until May 1, 2026.
