Representatives of TNMU Participated in the Presentation of the National Researchers System
The Ministry of Education and Science of Ukraine is launching a large-scale digital reform—the National Researchers System (NRS). This initiative aims to provide transparent, automated, and direct financial support to leading Ukrainian scientists.
Recently, the official presentation and discussion of the NRS implementation concept took place, bringing together leading higher education institutions and research organizations from across Ukraine. I. Horbachevsky Ternopil National Medical University (TNMU) was represented at the event by Vice-Rector for Research, Professor Oleksandra Oleshchuk, and Vice-Rector for Economic Affairs, Olesia Chlek.
“Today, science is becoming a field where researchers are evaluated based on the real outcomes of their work across all areas of research. As a state, we must support and encourage our scientists—especially young researchers—to stay and work in Ukraine. To achieve this, we are launching the National Researchers System. This represents a fundamentally new culture of supporting science—transparent, competitive, and results-oriented,” stated Ukraine’s Minister of Education and Science, Oksen Lisovyi.

The NRS is the first unified state database in Ukraine, operating as a digital module within the National Electronic Scientific Information System (URIS).
The core philosophy of the platform is maximum digitalization and the elimination of the human factor. Researchers will independently submit information about their achievements, while evaluation will be based on automated data verification using international and national scientometric databases (Scopus, Web of Science, and others), open registries, and other verified sources.
The system will generate separate rankings by scientific disciplines, as well as an overall ranking and a ranking specifically for young researchers. This approach is intended to ensure fair evaluation and support for different categories of scholars.
During the presentation, the financial and organizational parameters of the NRS were outlined in detail:
- Number of scholarship recipients: State support will be awarded to 2,650 of Ukraine’s top researchers.
- Scholarship amount: UAH 10,000 per month, in addition to the researcher’s regular salary.
- Duration of payments: The scholarship will be granted for a period of two years.
- Funding: The total budget of the program for two years is estimated at UAH 763 million, with more than UAH 190 million already allocated in this year’s state budget.
The National Researchers System will become the first comprehensive digital database of Ukrainian scientists. It will contain information on researchers’ academic profiles, professional expertise, research areas, career status, and scientific achievements. This will enable the state to better assess the human capital of Ukrainian science and develop more effective policies to support researchers.
