TNMU Professor Represented the University at the National Forum for Medical Technologies Assessment

On September 16-17, 2021, the 3rd National Forum for Medical Technology Assessment took place. The event was organized by the Ministry of Health of Ukraine and supported by the USAID Ukraine project and SAFEMed.

Professor Щlexandra Oleschuk, the head of the Department of Pharmacology and Clinical Pharmacology of TNMU, the Chairman of the Expert Committee for selection and use of essential drugs, was the speaker of the panel of “Next steps in creating a positive list of drugs for public funding: prospects for stakeholders” and co-moderator of the panel of “Capacity Building in MTA” in the forum.

This year’s forum was the largest of all previous ones with more than 210 participants. It is organized according to a mixed model: the offline part took place at Klitschko Expo in Kyiv, the online part – via the Zoom platform.

The forum participants were welcomed by: Mykhailo Radutskyi, Chairman of the Verkhovna Rada Committee on Nation Health, Medical Care and Medical Insurance; Olexander Komarida, First Deputy Minister of Health; Anna Fenchak, Deputy Chairman of the National Health Insurance Fund; Ben Zinner, Director of USAID Healthcare, Ukraine; Rebecca Kohler, SAFEMed Project Manager, USAID.

The main tasks of the National Forum for Medical Technology Assessment:

– discussion of the advancement achieved in the development of the MTA ecosystem after the implementation of the OMT roadmap;

– identifying gaps and creating an action plan for establishment of an Independent MTA Agency;

– discussion of the best international experience in the implementation of the Positive List of Drugs and assessment of the possibilities of its implementation in Ukraine;

– approval of the strategy of MTA implementation for medical devices;

– discussion of the development of MTA potential in Ukraine and creation of a joint strategy for further development to ensure a fully functioning MTA ecosystem in Ukraine;

Evaluation of medical technologies is a process of determining clinical effectiveness and economic feasibility of purchasing a drug. All over the world, the mechanism is used for the rational use of budget funds.

At the end of 2020, the government approved the procedure for state assessment of medicines. In March of this year, the Guidelines for the state assessment of medical technologies for medicines were approved. Professor OM Oleshchuk joined this as well.

The results of the two-day forum determined that the introduction of such an important mechanism as MTA, which is the “gold standard” in determining the clinical efficiency and economic feasibility of purchasing a drug and is used worldwide for the rational use of budget funds, is important for Ukraine. The next steps in the introduction of MTA should be the formation of a single positive list of drugs for public procurement and creation of an independent agency for MTA.
