Amendments to a Number of Legal Acts on Training and Certification of Research and Teaching Staff Have Been Made
Academic Title. Amendments have been made to the Procedure for Approving Decisions on Awarding Academic Titles, approved by Resolution No. 656 of the CMU dated 19.08.2015. The new paragraph 22 provides that a person holding an academic title may voluntarily renounce the corresponding academic title by submitting an application to the Ministry of Education and Science in an arbitrary form , the authenticity of the signature on which is notarized. A person can send an application in electronic form. Within ten working days from the date of receipt of the application, the Ministry of Education and Science cancels the decision on awarding the academic title and declares the certificate invalid, which is issued by an order posted on the official website of the Ministry of Education and Science.
The decision to award a person the title of academician is canceled and the certificate is recognized as invalid in the event that the order of the Ministry of Education and Science regarding the voluntary refusal of this person to receive a scientific degree becomes effective.
Awarding the degree of Doctor of Philosophy and Doctor of Science. First of all, amendments were made to the Procedure for the training of the applicants of the degree of Doctor of Philosophy and Doctor of Science in institutions of higher education (research institutions), approved by the Resolution of the CMU of March 23, 2016 No. 261 (hereinafter – Procedure No. 261) .
- It is specified that educational activities at the third (educational and scientific) level of higher education are carried out by institutions on the basis of a license obtained. If separate elements of the educational and scientific program are provided by another institution, then during the licensing of the educational activity of the institution at the third (educational and scientific) level of higher education and during the accreditation of the corresponding training and research program, the indicators of the joint scientific potential of the two institutions are taken into account (in particular, indicators of personnel, logistical and information support). The total licensed capacity includes persons who obtain the higher education degree of Doctor of Philosophy outside of post-graduate studies.
- It has been clarified, according to which results admission to Doctor of Philosophy course is carried out (updated clause 17 of Order No. 261).
- According to Clause 24 of Order No. 261, if the institution has not received a certificate of accreditation of an educational and scientific program or the validity period of the certificate of accreditation of such a program has expired at the institution, the applicant is transferred to another institution in which the corresponding training and research program is accredited. This norm also determines other issues related to such a transfer.
- A student who was dismissed from the institution before completing studies under the relevant educational and scientific program at his own will, on the basis of non-fulfillment of the individual study plan, violation of the terms of the agreement (contract) concluded between the institution of higher education and the person studying, or physical ( legal entity) that pays for such training, or in connection with other cases provided for by law, may be renewed for training at this institution for the year of training from which the student was expelled, within the licensed capacity.
