Doctors Working in Rural Areas Will Be Provided with Service Housing: Step-by-Step Algorithm

According to the Resolution of the Cabinet of Ministers of Ukraine No. 900 of July 16, 2025, medical workers employed in municipal healthcare facilities in rural areas for priority vacancies are eligible to receive service housing for the duration of their employment.

Housing will be purchased by medical institutions using state budget funds under the program “Implementation of Measures to Provide Housing for Medical Workers in Order to Fill Vacant Positions in Rural Areas.” This initiative will not only help attract more doctors to work in rural areas, but also improve access to healthcare in remote regions of the country. Priority in providing housing will be determined based on the analysis of the staffing situation in the regions. The analysis will be conducted using data from the Unified Web Portal of Healthcare Vacancies.

Eligibility criteria for program participants (Ukrainian citizens):

  • employed in a municipal healthcare facility in a rural area;
  • under 50 years old;
  • hired for a vacancy that has been listed on the Unified Healthcare Vacancies Web Portal for more than 90 consecutive days;
  • employed at the facility for no more than 120 days;
  • do not own private or service housing in the locality of employment or within 30 kilometers (applies to family members as well).

Requirements for healthcare facilities: they must comply with the development plans of hospital districts and must not be in the process of liquidation.

Algorithm for Obtaining Service Housing

Contract conclusion. If approval is received, the healthcare institution signs a purchase agreement for the property, designates it as service housing, and provides it to the medical worker who submitted the application.

Selection of housing by the medical worker. It must meet the following requirements:

located in the same locality where the doctor works, or no farther than 30 km from the workplace (excluding regional centers, Kyiv, temporarily occupied territories, and active combat zones);

The seller must have all necessary documents and registered ownership in the State Register of Property Rights;

The appraised value of the property must be determined by an independent evaluator and entered into the Unified Database of Valuation Reports no later than six months before submission;

The price per square meter must not exceed the average housing construction cost in the region, as established by the Ministry for Communities and Territories Development.

Application submission. The medical worker submits an application for housing purchase to their healthcare facility, which reviews the documents and inspects the chosen property.

Review by the healthcare facility. If the property meets the established requirements, the institution forwards the documents to the regional health authority (structural unit of the oblast state administration).

Regional health authority review. The authority examines the documents and submits them with its recommendations to the Ministry of Health (MoH) for confirmation of the possibility of purchasing the chosen property.

Confirmation by the MoH. Approval will take into account the priority need for filling vacancies in healthcare facilities in rural areas, determined based on the current staffing analysis and information from the Unified Healthcare Vacancies Web Portal.
