Updating Competencies of the Graduate of the Educational Program “Healthcare Management” and High Recognition from the Professional Community – a Strategic Step for TNMU
In 2025, the working group of I. Horbachevsky Ternopil National Medical University carried out a comprehensive update of the list of competencies for graduates of the second-cycle educational-professional program “Healthcare Management” under specialty D3 “Management”.
The working group included:
- Arkadii Shulhai – Doctor of Medical Sciences, Professor, Vice-Rector for Science and Education;
- Hryhorii Zahrychuk – PhD in Chemistry, Associate Professor, Assistant to the Vice-Rector for Science and Education;
- Liudmyla Trushchenkova – Program Guarantor, PhD in Economics, Associate Professor of the Department of Public Health and Healthcare Management;
as well as other academic staff who contributed to the strategic review of the program’s content.
The update of competencies was carried out in line with the new Professional Standard “Manager in the Field of Healthcare”, developed by the Sectoral Council for the Development of Professional Standards in Healthcare of the All-Ukrainian Association of Healthcare Employers. The standard was approved by the AUHE Order No. 9 dated July 24, 2025, and included in the Qualifications Register by the National Qualifications Agency on July 25, 2025. This allowed TNMU not only to modernize the educational content but also to ensure compliance of the program with current labor market requirements, sectoral expectations, and international benchmarks.
In September 2025, the university received an official expert review of the updated program, prepared by Ihor Naida, PhD in Medicine, Head of the Sectoral Council for the Development of Professional Standards in Healthcare and representative of the All-Ukrainian Association of Healthcare Employers. The review highly praised the content of the program, its compliance with the professional standard, and TNMU’s strategic position as an institution shaping a new generation of healthcare managers.
The review confirms that the program covers all key competencies—strategic management, digital transformation, human resource management, financial planning, legal awareness, integrity, and others—and is implemented through modern educational formats that align with the best European practices.
Ternopil National Medical University sincerely thanks the esteemed reviewer, Ihor Naida, and the All-Ukrainian Association of Healthcare Employers for their in-depth, professional, and strategically important evaluation of the educational-professional program. We extend special gratitude for the development of the updated Professional Standard “Manager in the Field of Healthcare”, which became the foundation for modernizing educational content, forming relevant competencies, and enhancing the program’s alignment with the current challenges of the healthcare sector.
We are confident that further cooperation with the professional community, employers, and sectoral experts will contribute not only to improving educational content but also to raising its overall quality at the national level. TNMU remains open to dialogue, partnerships, and joint efforts in shaping new educational standards that meet the needs of Ukrainian society and international benchmarks.
