Professor of TNMU at the ISPOR EURO 2025 Congress: Strengthening Cooperation on Health Technology Assessment

Professor Oleksandra Oleshchuk, Head of the Department of Pharmacology and Clinical Pharmacology at Ternopil National Medical University, successfully represented Ukraine at the prestigious ISPOR EURO 2025 Congress, which took place in Glasgow (UK) from November 10 to 12, 2025.

ISPOR (International Society for Pharmacoeconomics and Outcomes Research) is a leading global scientific and educational platform that brings together thousands of specialists to discuss ways to enhance the value and accessibility of medical technologies.

Professor Oleshchuk participated in the congress not only as an expert in pharmacology but also as a member of the working group of the Ministry of Health of Ukraine on the formation of the National List of Medicines and a participant in the Ukrainian ISPOR chapter.

She was a speaker at the important panel discussion “Building HTA Capacity in CEE: Is it Possible to Be Made Within a Common Roadmap – From Pilot Projects to Sustainable Systems”. In her report, “Building Health Technology Assessment Capacity in Ukraine: From Pilot to Sustainable Systems,” Professor Oleshchuk outlined Ukraine’s significant achievements in building a Health Technology Assessment (HTA) ecosystem and the prospects for its institutionalization. She emphasized that a common roadmap for Central and Eastern European (CEE) countries is crucial to overcoming the uneven development of HTA in the region by establishing standardized training programs, harmonizing legal mandates, and creating interoperable data systems.

Professor Oleksandra Oleshchuk also actively participated in the sessions of the ISPOR Ukraine, Poland, and Hungary chapters, as well as the Eastern European countries consortium.

Professor Oleshchuk was also invited as a jury member to evaluate poster and podium presentations at ISPOR 2025.

Along with Professor Oleschuk, Ukraine was represented at ISPOR EURO 2025 by Oresta Pinyazhko, Ph.D., Director of the Department of Health Technology Assessment at the State Expert Center of the Ministry of Health of Ukraine, Professor Olha Zaliska, Head of the Department of Pharmacy Organization and Economics, Drug Technology, and Pharmacoeconomics at the Faculty of Postgraduate Education, Danilo Halytsky Lviv National Medical University, and representatives of pharmaceutical companies.

Participation in such a high-level conference is incredibly valuable for applying the knowledge gained on the latest achievements in HTA and integrating them into the training process for preparing highly qualified doctors and pharmacists at TNMU. Strengthening international cooperation with leading global experts will allow the university to ensure a high level of training for specialists in healthcare.
