“Health Screening 40+”: How the National Program Works and Why the Medical Community Is Talking About It
On January 1, 2026, Ukraine launched the national program “Health Screening 40+.” It is aimed at people aged 40 and over and focuses on the early detection of cardiovascular diseases, diabetes mellitus, and mental health problems. This is the first program of its kind in Ukraine, developed based on the best European practices.
The national program “Health Screening 40+” helps people aged 40+ identify cardiovascular diseases, diabetes, and mental health issues at early stages—often before symptoms appear—monitor their health status, and prevent complications.
Why Is the National Program “Health Screening 40+” Needed?
Every day in Ukraine, more than a thousand people die from cardiovascular diseases, which account for about 60% of premature deaths. More than 1.2 million Ukrainians live with diabetes, while nearly half of them are unaware of their diagnosis. According to the Ministry of Health of Ukraine, after the age of 40, the risk of developing cardiovascular diseases and diabetes increases sharply.
The situation with mental health is no less alarming: according to experts’ estimates, up to 10 million people in Ukraine may face mental health problems. This is largely a consequence of the full-scale war and the prolonged stress it has caused.
How to Undergo “Health Screening 40+”?
People aged 40 and over will receive an invitation to undergo screening in the Diia app on the 30th day after their birthday. After accepting the invitation, they need to issue a Diia. Card or use an existing one. Within seven days, 2,000 hryvnias will be credited to a special account, which can be used exclusively for the “Health Screening 40+” program.
For those who do not use the Diia app, an alternative mechanism is available. Thirty days after their birthday, they need to obtain a plastic card with a special account at a designated bank (currently PrivatBank) and contact the nearest Administrative Services Center (CNAP). There, they will be assisted in submitting an application, verifying identity, and providing account details. The funds in the amount of 2,000 hryvnias will be credited within 7 days, after which you will be able to choose a healthcare facility from the list and undergo a comprehensive examination.
Where Can You Undergo “Health Screening 40+”?
As of January, more than 500 healthcare facilities across the country—municipal, state, and private—have already joined the “Health Screening 40+” program. Self-employed physicians (individual entrepreneurs) are also participating. The list of facilities where screening can be completed is available on the website: screening.moz.gov.ua.
What Does the National Program “Health Screening 40+” Include?
The “Health Screening 40+” program provides an evidence-based set of examinations to detect the most common health risks early. It includes questionnaires and assessment of individual risks—particularly cardiovascular diseases, type 2 diabetes, and mental health status—as well as a physical examination and laboratory tests that allow evaluation of heart, vascular, and kidney function.
All examinations can be completed free of charge using the 2,000 hryvnias provided by the state during a single visit at a convenient medical facility. Based on the screening results, a physician provides individualized recommendations regarding further actions, lifestyle, and health status, and, if necessary, immediately prescribes treatment or refers the patient for additional examinations. This allows timely identification of risks or early disorders, placing them under medical supervision and preventing the development of complications.
