Government Expands State-Funded Study Opportunities for Applicants to Healthcare Programs

The Government of Ukraine has expanded opportunities for the use of state-funded places in higher education programs that prepare healthcare professionals. The changes are предусмотрed by the Resolution of the Cabinet of Ministers of Ukraine on the formation of the state-funded admission quota for specialist training in 2026.

Under the new regulations, applicants enrolled on a tuition-fee basis in programs within the field of knowledge I “Healthcare and Social Welfare” (except for Dentistry, Public Health, Social Work and Counseling, and Child and Youth Services) may now be transferred to vacant state-funded places.

Such transfers may take place after the admission of applicants who have secured state-funded places through the regular admission process and those belonging to preferential admission categories. If vacant state-funded places remain after these admissions, they may be offered to students initially admitted on a tuition-fee basis.

Previously, vacant state-funded places could not be allocated to tuition-paying students. If they remained unfilled, they were returned to the state. The newly adopted changes will ensure a more efficient use of state-funded places in healthcare education programs.

This year, the total number of state-funded places for higher education programs in Healthcare and Social Welfare (excluding social welfare programs) exceeds 9,000, with 9,244 allocated.

The state-funded places are distributed across all levels of higher education.

For bachelor’s degree programs, 2,955 state-funded places have been allocated, including:

  • Therapy and Rehabilitation – 2,225 places;
  • Nursing – 575 places;
  • Medical Diagnostic and Treatment Technologies – 155 places.

For master’s degree programs based on a bachelor’s degree, 799 state-funded places have been allocated, including:

  • Therapy and Rehabilitation – 684 places;
  • Medical Diagnostic and Treatment Technologies – 80 places;
  • Pharmacy – 25 places;
  • Public Health – 10 places.

The largest allocation—5,490 state-funded places—is designated for integrated master’s degree programs for students with complete secondary education. These include:

  • Medicine – 4,550 places;
  • Pharmacy – 395 places;
  • Pediatrics – 209 places;
  • Medical Psychology – 178 places;
  • Dentistry – 158 places.

It is worth noting that 15 higher education institutions under the jurisdiction of the Ministry of Health of Ukraine offer programs in the field of Healthcare and Social Welfare (excluding social welfare programs), including I. Horbachevsky Ternopil National Medical University.
